SPILLS PREVENTION CONTROL & COUNTERMEASURES


PURPOSE

The purpose of this Spill Prevention Control and Countermeasure (SPCC) Plan is to describe the measures implemented by Tusculum University to prevent oil discharges from occurring, and to prepare Tusculum University to respond in a safe, effective, and timely manner to mitigate the impacts of an oil discharge.  This SPCC Plan has been prepared and implemented in accordance with the SPCC requirements contained in 40 CFR part 112.

CERTIFICATION OF SUBSTANTIAL HARM DETERMINATION

MANAGEMENT APPROVAL – 40 CFR 112.7

Tusculum is committed to maintaining the highest standards for preventing oil discharges into navigable waters and the environment through the implementation of this SPCC Plan.  This SPCC Plan has the full approval of Tusculum University’s management.  Tusculum University’s management has committed the necessary resources to implement the measures described in the Plan.

PLAN REVIEW – 40 CFR 112.5

In accordance with 40 CFR 112.5, Tusculum’s SPCC Plan is reviewed every 5 years for any change in facility design, construction, operation, or maintenance that could affect Tusculum’s potential for an oil discharge.  Revisions to the Plan, if needed, are made within six months of the review.  Tusculum will implement any amendment to the SPCC Plan later than six months following preparation of any amendment.  The form that tracks the periodic reviews of the SPCC Plan can be found in Appendix A.

LOCATION OF SPCC PLAN – 40 CFR 112.3(e)

In accordance with 40 CFR 112.3(e), a completed copy of this SPCC plan is maintained by the EPA Coordinator.  Copies of the SPCC plan can be found with the EPA Coordinator, Facilities Management, Campus Safety, and the Chief Financial Officer of Tusculum University.

FACULTY LOCATION & OPERATIONS

Tusculum University, founded in 1794, is Tennessee’s oldest institution of higher education, the twenty eighth oldest institute in the nation, and the oldest coeducational institution affiliated with the Presbyterian Church (USA).  Tusculum is accredited by the Southern Association of Colleges and Schools commission on colleges to award baccalaureate and master’s degrees.  Tusculum University is located at 60 Shiloh Road in Greeneville, Tennessee in the foothills of the Smoky Mountains in Greene County, TN.

SPCC TRAINING

Tusculum University provides annual SPCC training in accordance to 40 CFR 112.7(f).  The duties of the SPCC team are to initiate an emergency response when a discharge is discovered on the campus of Tusculum University.  Before the SPCC team can perform any response activity to a discharge, the team members should have training in accordance to OSHA Standard 29 CFR 1910.120.

Tusculum will maintain a record of each formal training event the SPCC Team attends.  A record of the training will include the date training occurred, work area training applies to, purpose for training, trainer, and personnel trained.  A copy of the training record form can be found in Appendix F.

Training for SPCC Team will include:

  • New employee training
  • Annual refresher training
  • Refresher when Tusculum SPCC is refreshed

SPCC INSPECTIONS

The Steel Tank Institute Standard SP001-00 recommends inspecting all AST systems on a regular basis.  Tusculum will maintain a record of inspections, problems found during inspections, how the problems were addressed, and the signature of the person performing the inspection.  Tusculum University’s Campus Security will perform monthly inspections of the oil tanks on campus and prepare a report that will be submitted to the EPA Coordinator.

SPCC REVIEW & AMENDMENTS

Tusculum University reviews its SPCC plan annually and updates/amends the plan as needed.  If there is a change in the facilities, design, on construction on the campus the SPCC plan on campus may be reviewed and amended to reflect the changes that have occurred.  Any amendments or changes to the SPCC plan will be approved and recorded in the SPCC review/amendment log found in Appendix A.
