PURPOSE<\/h3>\n

The purpose of this Spill Prevention Control and Countermeasure (SPCC) Plan is to describe the measures implemented by Tusculum University to prevent oil discharges from occurring, and to prepare Tusculum University to respond in a safe, effective, and timely manner to mitigate the impacts of an oil discharge.\u00a0 This SPCC Plan has been prepared and implemented in accordance with the SPCC requirements contained in 40 CFR part 112.<\/p>\n

CERTIFICATION OF SUBSTANTIAL HARM DETERMINATION<\/a><\/h3>\n

MANAGEMENT APPROVAL –\u00a040 CFR 112.7<\/b><\/h3>\n

Tusculum is committed to maintaining the highest standards for preventing oil discharges into navigable waters and the environment through the implementation of this SPCC Plan.\u00a0 This SPCC Plan has the full approval of Tusculum University\u2019s management.\u00a0 Tusculum University\u2019s management has committed the necessary resources to implement the measures described in the Plan.<\/p>\n

PLAN REVIEW –\u00a040 CFR 112.5<\/b><\/h3>\n

In accordance with 40 CFR 112.5, Tusculum\u2019s SPCC Plan is reviewed every 5 years for any change in facility design, construction, operation, or maintenance that could affect Tusculum\u2019s potential for an oil discharge.\u00a0 Revisions to the Plan, if needed, are made within six months of the review.\u00a0 Tusculum will implement any amendment to the SPCC Plan later than six months following preparation of any amendment.\u00a0 The form that tracks the periodic reviews of the SPCC Plan can be found in Appendix A.<\/p>\n

LOCATION OF SPCC PLAN –\u00a040 CFR 112.3(e)<\/b><\/h3>\n

In accordance with 40 CFR 112.3(e), a completed copy of this SPCC plan is maintained by the EPA Coordinator.\u00a0 Copies of the SPCC plan can be found with the EPA Coordinator, Facilities Management, Campus Safety, and the Chief Financial Officer of Tusculum University.<\/p>\n

FACULTY LOCATION & OPERATIONS<\/h3>\n

Tusculum University, founded in 1794, is Tennessee\u2019s oldest institution of higher education, the twenty eighth oldest institute in the nation, and the oldest coeducational institution affiliated with the Presbyterian Church (USA).\u00a0 Tusculum is accredited by the Southern Association of Colleges and Schools commission on colleges to award baccalaureate and master\u2019s degrees.\u00a0 Tusculum University is located at 60 Shiloh Road in Greeneville, Tennessee in the foothills of the Smoky Mountains in Greene County, TN.<\/p>\n

SPCC TRAINING<\/h3>\n

Tusculum University provides annual SPCC training in accordance to 40 CFR 112.7(f).\u00a0 The duties of the SPCC team are to initiate an emergency response when a discharge is discovered on the campus of Tusculum University.\u00a0 Before the SPCC team can perform any response activity to a discharge, the team members should have training in accordance to OSHA Standard 29 CFR 1910.120.<\/p>\n

Tusculum will maintain a record of each formal training event the SPCC Team attends.\u00a0 A record of the training will include the date training occurred, work area training applies to, purpose for training, trainer, and personnel trained.\u00a0 A copy of the training record form can be found in Appendix F.<\/p>\n
